Pacification and Aftermath Management of the February 28 Incident

On March 8, 1947, the military police and the re-organized 21st Division of the ROC Army arrived in Keelung successively to set up an appeasement plan in three steps: repression, village purging, and pacification as well as measures to persuade the participants to turn themselves in to the authorities.
